Clearing assessed on the development side

Operational works is the pathway under which physical works on a development site are assessed. Where vegetation clearing forms part of those works, it is considered within that process rather than through a standalone application about the trees.

The practical consequence is one of sequencing. Arboricultural material becomes part of the operational works package, is assessed alongside the rest of it, and follows that timeline — which is not the same timeline a single-tree permit would follow.

It also changes who is reading the report. The audience is an assessing officer considering a development proposal, not someone deciding about one tree, so the material has to address the proposal as well as the vegetation.

    Before the layout is set

    What is on the site, what is likely to be assessable, and what that means for the developable area. This is the cheapest point in the whole process and the one most often skipped.

  2. 02

    Assessment against the proposal

    The vegetation identified and measured, and the impact of the proposed works assessed against it — prepared against AS 4970:2025 where tree protection on a development site is involved.

  3. 03

    Into the operational works package

    The material provided in the form the council asks for, alongside the rest of the submission, and any queries handled as part of the engagement.

  4. 04

    Through construction and out the other side

    Protection documented, supervision where the programme comes near retained vegetation, and the completion certification that discharges the condition.
