Vegetation management plans

How an area of vegetation is to be managed over time — usually because a council condition says so, and usually covering ground rather than individual trees.

What it is

An area, managed over time

A Vegetation Management Plan sets out how an area of vegetation is to be managed across a period. It is area-based rather than specimen-based, which is the clearest way to tell it apart from the documents it gets confused with.

It typically arises as a council requirement — attached to an approval, tied to a protected area on a property, or required where vegetation is being retained, rehabilitated or offset as part of a proposal.

What goes into it depends on what the condition is trying to achieve. Where a council has named a Vegetation Management Plan specifically, that is the document to prepare, and a plan about individual trees will not satisfy it.

  • Vegetation Management Plan (VMP)How an area of vegetation is managed over time. Usually a council requirement.
  • Tree Management Plan (TMP)How identified trees are managed over time. Specimen-based rather than area-based.
  • Tree Protection Plan (TPP)How retained trees are protected through a specific set of construction works.
  • Protected Vegetation Management Plan (PVMP)Brisbane City Council terminology, where a management plan is required for protected vegetation.

How it runs

From condition to plan

The wording of the condition does most of the work here, because it determines both the document and what it has to cover.

  1. 01

    Read the condition

Send it through exactly as written. Conditions name documents specifically, and a Vegetation Management Plan, a Tree Management Plan and a Tree Protection Plan are three different things that are not interchangeable.

  2. 02

    Establish what is there

The vegetation within the area assessed on site — what is present, in what condition, and what is realistically achievable for it over the period the plan covers.

  3. 03

    The plan itself

What is to be managed, how, at what intervals, and by whom — written so that someone can actually follow it, and to the requirement the council set.

  4. 04

    Ongoing attendance where required

Some plans carry monitoring or review points across their life. Where they do, that is part of the same engagement rather than something to re-commission later.

Common questions

About vegetation management plans

Ask which plan you need
  • No. A Vegetation Management Plan covers an area of vegetation; a Tree Management Plan covers identified trees. Where a condition names one specifically, that is the one required, and substituting the other leaves the condition unmet.

  • It depends on what the condition requires and what the vegetation needs. Some set a defined period with review points; others run until the vegetation reaches a state the condition describes.

  • Whoever is appropriate to it — bush regeneration, weed control and planting are generally contracted separately. Adam prepares and reviews the plan and has no financial interest in the scope of works it specifies.

  • That is Brisbane City Council terminology — a Protected Vegetation Management Plan, required where a management plan applies to protected vegetation. Send the wording and the address and it can be confirmed before anything is prepared.
